After we power cycled, the “OPT OUT” status still holds and therefore we cannot close the relays remotely.
Answer:
The “OPT OUT” status is retained in the non-volatile RAM of the GRIDlink which makes it hold the condition. It can be turned OFF by clicking the green Opt Out button in GRIDview.

Most VTN Servers (at the Utility’s request) record an Opt Out signal as such and do not allow the participant to Opt back in. In v5800 r 7.74 the Opt Out binary register is automatically turned to OFF at Midnight so to allow participation in the next day’s Event if called.
